In this part, we will discuss the scope of HR Management, which means the limit and area of responsibility of an HR manager.

Understanding the Meaning of Scope

Suppose Delhi is the starting point and Mumbai is the destination.
If a line connects Delhi to Mumbai, your travel scope is only between these two cities. You cannot go to West Bengal because it is outside the scope of your travel.

In the same way, HR Management also has a fixed scope. An HR manager works only within defined limits.

1. Scope of HR Management from Business Point of View

Human beings are an important part of business growth.
They may be:

• Workers in a factory

• Employees in offices

• Staff in branches and departments

These employees help the business complete daily, monthly, and annual tasks.

Role of HR Manager:

• The HR manager identifies employee requirements department-wise.

• If one department has extra employees and another department needs staff, the HR manager will first transfer employees internally.

• This helps to:

  • Reduce HR cost

  • Improve employee efficiency

  • Utilize existing manpower effectively

Limit of HR Manager:

• The HR manager does not investigate each department to estimate employee demand.

• It is the responsibility of department heads to:

  • Analyze their workload

  • Prepare employee requirement lists

  • Send demand details to the HR department

When Internal Transfer Is Not Possible:

If suitable employees are not available internally, then:

• New recruitment order is issued

• Selection process is conducted

• Training is provided

• Performance appraisal system is applied

The HR manager motivates employees by assuring them:

• Hard work will be rewarded

• Promotions will be given to performers

• Talent will be recognized among the crowd of employees

The HR manager has the authority to promote deserving employees.

2. Employee Grievance Handling

• Employees can directly approach the HR manager with their problems.

• The HR manager listens to their issues and tries to solve them fairly and quickly.

3. Employee Welfare Activities

The HR manager:

• Educates employees about their rights and benefits

• Makes them aware of:

  • Children welfare schemes

  • Health insurance

  • Accident insurance

  • Provident Fund (PF)

  • Other government and company welfare funds

This ensures employees do not miss their benefits due to lack of knowledge.

4. Employee Safety

• The HR manager ensures employee safety at the workplace.

• He demands:

  • Safe machines

  • Proper infrastructure

  • Safety equipment

These demands are placed directly with the Finance Department.

5. Promotion and Training Scheme

• HR manager encourages employees to:

  • Go for higher education

  • Attend training programs

  • Get professional certifications

These help employees qualify for promotion and career growth.

3. Scope of HR Management as a Relationship Manager

The HR manager acts as a bridge between:

• Employees and management

• Business and workforce

• Different departments, especially in MNCs

Additional Responsibilities:

• Maintains healthy relations with employee unions

• Communicates with unions to ensure:

  • Peaceful production

  • No strikes

  • No lockouts

This helps in maintaining industrial harmony and smooth business operations.
